Halo 3 Japanese achievement server?

somebody like to explain how to get on to it and all the details.

the achievment server was just people changing their xbox language settings to the bottom one, then going into matchmaking, lone wolves, and setting it to search for region specific matches- this way, people who did all this could potentially play together to help each other earn achievments.
